By Buck Traxler, I-O Editor Horizon Lodge Garden Apartments, Inc., was given the nod by city council, 4-0, Monday evening to replace the siding on seven duplexes at Blue Sky Villa. The current Masonite siding will be replaced with a metal desert tone style at a cost of $124,138.60 for Phase I. Horizon Lodge will use funds from the siding settlement that has been invested at Wells Fargo Bank-Conrad. The blue units at BSV will be the first to have new siding. They are Fort Drum units 1-2, 5-6, 9-10, 13-14; Bismarck units 3-4 and 11-12 and Hawthorne 5-6. A start-up construction date was not announced, however, Phase I (all seven units) is scheduled to be completed no later than September 2008. Councilman Gary Brown commented, “This is a positive development. They want to keep the place looking good.” In other building news, the council also OK’d 10 building permits. They are at 601 Sunset-garage; 807 1st Ave. SW-fence; 412 S. Iowa-fence; 405 S. Iowa-fence; 701 Sunset-fence; 112 N. Delaware -8x20 deck; 405 Kansas-garage; 112 S. Main-fence; 114 N. Front-fence and 616 S. Michigan-garage. There were requests from the Conrad Area Chamber of Commerce to use the Conrad Lions Club Swimming Pool Park and parking lot on June 9 during Whoop-Up for an antique vehicle and tractor show. Robert Rohrer requested the use of Legion Park for the annul Stick Horse Rodeo and the Horizon Lodge also requested the use of a portion of Legion Park for a cakewalk. All three events were approved. The antique business, Timeless Tom’s will be conducting an auction and requested a partial closing of the alley on May 12. This was approved. The 4-H Club, Shooting Sports, requested a permit to sell fireworks just south of Fleet Wholesale. Fire Chief Kevin Moritz had approved the permit and council members gave final approval. There was discussion on the Mission Church request to close an area of Ave. C between Maryland and Delaware that runs north of the church. They want to build a playground/sports area on that section of land. Before the council could act, attorney Mary Ann Ries reminded them that a petition, by law, was needed. Mayor John Shevlin said he would inform the church of this. Action will be taken at a later date. A public hearing took place on a conditional use permit request at the Tom and Mary Lou Collins resident, to put up a four-foot fence. There was no one present that commented either for or against. The permit had been approved by the zoning committee and was also approved by the council. Interviews for a swimming pool manager took place on Tuesday afternoon and will be reported on in the next edition of the I-O. Monica Taylor was appointed to the library board. In other news related to the library, councilwoman Wendy Judisch requested $1,147.20 from the Genevieve Rieken Anderson Foundation funds for flooring that will complete a remodeling project. The money will go to the Friends of the Library who in turn will pay for the project. It was done this way for budget reasons. Public Works Director Richard Anderson reported that sewer cleaning has been completed and crews were working at the pool to get it ready. They discovered some leaks and are working on them. Crews are also working at the ball fields and have found irrigation leaks out there. Chief Gary Dent reported that the department received 217 calls in April. Not all, but some included five domestic calls, five thefts, 39 motorist assists, and one call from a lady threatening to shoot herself. There were 13 assists to the ambulance crew. He also had two recommendations, moving officers Jason Korst and Scott Buennemeyer from Patrolman I to Patrolman II. The council approved this. City Attorney Ries said she was busy with law enforcement officers, has attended a number of hearings and was working on various city issues and dealing with juveniles with MIP issues. The next regular meeting of the city council will be on May 21, 7:30 p.m. in city hall at 411/½ S. Main St.
