Council members, on a 4-0 vote, also passed a preliminary budget for FY2008-09. The final budget will be reviewed at the public hearing/council meeting on Sept. 2, 6 p.m. at Norley Hall. The bottom line is $8,116,204. The preliminary budget is available for review at city hall during normal working hours. The I-O will be reporting in more detail when the final budget is passed. Right now, it is still subject to change. Mayor John Shevlin commented that a lot of work had gone into formulating the budget and “In two weeks we have to nail it down.” The council passed five building permits. One is at 915 Sunset to change the pitch of a roof to match a garage; 602 S. Wisconsin for a foundation and small privacy fence for a hot tub; 212 S. Michigan for a garage; 12 N. Montana for a fence and 609 S. Delaware for a fence and shed. During the public comment portion of the meeting, Chief Dent submitted a letter to the council. In it, he requested the building of an addition to the dog pound making a secure area for dogs to exercise in. Part of the materials needed is already on hand at the city yard and city crews, as time permits, could do the job. The addition would also include two dog doors. Dent estimated the cost is to be between $600 and $800. He asked the council for funding from the G. Rankin Fund to complete the job. No action by the council can be taken during the public comment portion of the meeting. The request will be on the agenda of the next regular council meeting. Mayor Shevlin did comment, “I think it would be an asset to the city.” No action was taken on Morrison and Mairele’s inspector for the wastewater project. It was tabled until the council has a chance to talk with them about the matter. Two property owners on S. Dakota St. requested an additional streetlight. The council passed that action on a 4-0 vote. Money will be saved because existing poles are already in place; only the lights need to be added. Reports from Finance Officer Agnes Fowler and Cheryl Curry from the Port Authority were given and accepted. The next meeting of the council will take place on Sept. 2, a day later than usual because Sept. 1 is Labor Day. The council will meet in Norley Hall at 6 p.m. to conduct a public hearing on the raising of the sewer rates and also to pass the final budget.
