CITY HONORED – Alan Hulse of MMIA presents Mayor John Shevlin with a Risk Management Achievement award to Tri-City Interlocal, Conrad, Cut Bank and Shelby. The award is for MMIA members who demonstrate exceptional efforts to manage municipal risk. I-O Photo by Buck Traxler The Montana Municipal Insurance Authority (MMIA) has awarded its first ever Bob Worthington Rick Management Achievement award to the Tri-Cities Interlocal and the cities that participate in it. The cities that participate in the Interlocal are Conrad, Cut Bank and Shelby. Alan Hulse and John Cummings of MMIA presented Conrad with their award on Monday evening at the city council meeting. “The award recognizes MMIA members who demonstrate exceptional efforts to manage municipal risk,” Hulse told council members in presenting the award. The Tri-Cities Interlocal was selected for their innovative and proactive risk management efforts to limit liability, workers’ compensation and property exposure to loss. Readers will recall that the Interlocal was created in 1984 with Conrad and Cut Bank being the original members. Shelby joined in at a later date. The cities contribute money to purchase large maintenance equipment that would otherwise not be able to be purchased by just one city alone and it is shared by all three communities. The equipment allocation allows each member to maintain city property and systems at an expanded level and in turn prevents losses and claims. In addition to equipment sharing, the Interlocal also shares employee time for use during long jobs or emergencies. “These cost sharing techniques save tax dollars and extends maintenance opportunities that would not be available to the municipalities individually,” Hulse noted. There were 25 original nominees for the award that were eventually whittled down to four before the Tri-Cities were selected. As Hulse presented the award, he told the mayor and council, “Congratulations for thinking outside the box.”
