    City council members, on a 4-0 vote, approved 40-cent across the board COLA (Cost of Living Allowance) raises for all city employees Monday night.
    The move also included the swimming pool manager and head lifeguards. Other life guards will receive the minimum wage plus 20-cents.
    Employees at the library elected to receive an insurance stipend instead of a pay raise.
    City council members, including Mayor John Shevlin, moved not to accept a pay raise. Alderman Wally McHenry simply said, “I don’t need a raise.” The other members of the administration echoed that sentiment.
    In other news, the mayor will set up interviews with four engineering firms for the planning of the new I-15 overpass project in addition to a new rest stop, industrial park and running in sewer and water lines.
    The four firms are Stahly and Associates from Helena; Thomas, Dean and Associates, Helena and Kalispell; Robert Peecin and Associates, Helena and Kalispell; and Kadrmas, Lee and Jackson out of Helena.
    Two building permits were approved; one at 607 Sunset Blvd. for a patio and new steps and the other at 215 4th Ave. SE for a chain link fence.
    In an update on the dead pine tree in Keil Park, Mark Gage has offered to take it down for the wood. Council members had no problem with that, although there was no official vote.
    Rich Anderson, Public Works Director noted that other trees in the park may make a comeback. There was no charge to the city for digital samples sent to the MSU-Bozeman to see why the pine tree died.

    Aldermen, both on 4-0 votes, passed two resolutions, R-949 and R-950. The former basically deals with verbiage as to who is in charge when the Public Works Director is not around. R-950 describes and clarifies the community service position and funding.
    In other action, the council moved to allow the owner of Sunrise Trailer Court, at his expense, to put up 10 MPH speed signs in an alley on his property.
    Chief Gary Dent noted that (all) alleys in Conrad have a speed of 15 MPH, which is why speed signs in and around them are not posted.
    The council members voted to allow advertising for bids on a new garbage system/rates. The bids will be for informational purposes only at this time.
    Following the recommendation of Anderson, the council approved the hiring of Daryl Pruttis, Maintenance Worker I.
    Chief Dent noted that with the re-opening of Prairie View School, speed signs for 15 MPH will need to be back in place.
    Poles from the old signs were never taken down, so it is just a matter of putting the 15 MPH speed signs up. Dent said that with school opening Aug. 29, the signs should be up about a week before school starts so drivers can get used to the new speed.
    There are no sidewalks on Wisconsin in that area of the school and while there is a pathway that was basically put in for student safety, it has never gotten a lot of its intended use.
    There was some discussion about the speed zone signs on Iowa leading to the ball fields. Possibly there will be a six month on and six month off of the seasonal 15 MPH.
    Chief Dent will get the views of soccer people who use the ball fields for their season and report back to the council.

    The next regular meeting of the city council will be Aug. 6, 7:30 p.m. at city hall, 411 ½ S. Main St.
