Curfew hours explained

    Due to the recent interest in the city’s curfew ordinance the I-O is again printing the hours and an explanation of the city ordinance.
    Except when accompanied by a parent or an adult acting with or by the authority of a parent, or except when on an errand for the parent, when in legal employment, shall any child less that eighteen (18) years of age go about in a vehicle, on foot or otherwise be on any street, avenue, road, alley or any public place with the city between the hour of 10:30 p.m. on Sunday, Monday, Tuesday, Wednesday and Thursday, or the hour 1 a.m. on Friday and Saturday.
    And the hour of 6 a.m. following; provided however, that the hour of 10:30 p.m. shall not be applicable but that the hour of 1 a.m. of the day following shall be applicable to the going about of children less that 18 years of age on the day preceding any legal holiday and shall be similarly applicable during the period of Dec. 23 to Jan. 1 inclusive (Chapter 3 Section 6-3-1))
    Except as above excepted, no parent and no person acting by the authority of a parent shall permit any child of the ages above named to violate this Chapter, and lack of knowledge of such violation shall constitute no defense.
    Parents and others shall have a timely forewarning of violations and the opportunity to set a good example and to correct violations in the privacy of the home.
    The police officers of the City shall immediately take all children found in apparent first violation of this Chapter to the police station and summon their parents, legal guardians or other persons in loco parentis to the police station and upon their arrival, the child shall be remanded to the custody of parents, legal guardian or other persons in loco parentis.
    The officers shall make a report to the Chief of Police of all children apprehended, their residences, their parents and others, if any, charged with their custody.
    If such parent, legal guardian or other persons in loco parentis cannot be located, said child or children or any of them found in apparent violation shall remain in the custody of the Police Department, to be turned over to juvenile authorities, as the Chief of Police may see fit, for custody until parents or guardians can be located and summoned.
    Thereafter, any child found in apparent second or subsequent violation of this Chapter shall be delivered to the juvenile authorities for disposal as the Juvenile Court shall decree and any parent or any other person charged with the custody of such a child shall, be deemed guilty of a misdemeanor.

Council adopts $5.4 million budget

    Members of the city council, on a 4-0 vote, moved to adopt the 2007-08 budget Monday evening.
    A city mill has a value of $2,109. The bottom line number for the budget is $5,449,606. It is inclusive of the remaining sewer and water grant expenditures of $1,606,879. Take away the grants and that number would be $3,842,727.
    A more detailed look at the budget will be in the next edition of the I-O.
    The council acted on a number of resolutions, one being R-955, concerning the street vacation for the Mission Church that passed on a 4-0 vote. Avenue C in the Lightner-Smedsrud, Inc. Edition will be closed.
    Resolution R-953 was also passed. This authorizes the transfer of funds ($6,000) from the general fund to the firemen’s pension fund to keep it solvent. This was the same amount as last year.
    In still one more resolution, R-952, the council moved to transfer $6,000 from the SID Revolving Fund to the general fund and grant the money to the Port Authority. This also passed on a 4-0 vote.
    The aldermen passed a pair of Interlocal agreements with Pondera County on 4-0 votes.
    The first dealt with Justice of the Peace Audrey Brown being the city judge. The second deals with County Attorney Mary Ann Ries being hired to handle prosecution cases until a new city attorney can be put on board.
    There was discussion on an upgraded automatic garbage system. It involves the purchase of a new truck that picks up containers without the driver leaving the truck.

Oink, Oink, Oink, ‘Kiss the Pig’

    While the annual Harvest Festival, sponsored by the Chamber of Commerce, isn’t until Oct. 13, interest and enthusiasm for the event is building.
    Already, nine very popular people have been nominated for the ‘Kiss the Pig’ contest.
    For the paltry sum of $10 you may nominate someone. Voting buckets are on display at Gary and Leo’s IGA where you can vote for your favorite person to get up close and personal with a real live “oinker.”
    It is a dollar a vote and bucket or porker stuffing, as the case may be, is really encouraged.
    Here is the piglet line-up so far: Scott “French fries” Arvidson, Mark Leys, elementary school principals Craig Barringer and Greg Jensen, Mayor John Shevlin, ITB Manager Rob Cook, Sheriff’s Deputy Carl Suta, Barbi Killion, the CofC executive manager, and County Commissioner Cynthia Johnson.
    Killion told the I-O on Friday, “We need a few more women nominated, only having two and seven men is discrimination.”
